§ IV. Fees.

As consideration of this franchise, the grantee will pay the City of Sulphur in lieu of licenses and other assessments customarily made by City, not including ad valorem taxes, three (3%) per cent of its gross monthly consumer charges collected for community antenna television services, payable quarterly.
A.

The operator will provide a free drop to all public buildings within the city limits passed by cable.

B.

The operator will install and implement an emergency alert system which will provide channel override on at least one channel in the event of emergencies. This system will be installed and operational within one (1) year of the date of this franchise.
