§ 7-3. Definitions.

  • The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Civil defense and emergency preparedness shall mean the preparation for and carrying out of all emergency functions, except those for which military forces are primarily responsible, to prevent, minimize and repair injury and damage resulting from a disaster. These preparations shall include the preparation of plans, in coordination with law enforcement, fire, public works, health and medical, safety and private organizations and individuals, and industry, that will provide to the greatest extent possible organized and effective disaster response to meet the threats that may arise; to prepare plans to provide warning to the public of both man-made and natural disasters, actual or impending, and cooperate with industry in an effort to assure adequate provisions are in being for timely warning of officials and the public of an actual or impending disaster or incident, including the loss of any hazardous materials, chemical product, petroleum product or substance, which may be hazardous to health, safety or welfare of the public.

    Civil defense forces shall mean the employees, equipment and facilities of all city departments, boards, institutions and commissions; and, in addition, it shall include volunteer personnel, equipment and facilities contributed by, or obtained from, volunteer persons or agencies.

    Civil defense volunteer shall mean any person duly registered, identified and appointed by the coordinator of the office of civil defense and emergency preparedness and assigned to participate in the civil defense activity.

    Disaster shall mean an actual or threatened enemy attack, sabotage, extraordinary fire, explosion, loss of hazardous materials, flood, tornado, hurricane, epidemic, earthquake or any other public calamity which endangers or threatens to endanger health, life or property or constituted government.

    Director shall mean the mayor or his designated alternate duly appointed as prescribed in this chapter.

    Regulations shall include plans, programs and other emergency procedures deemed essential to civil defense and emergency preparedness.

    Volunteer shall mean contributing a service, equipment or facilities to the civil defense organization without remuneration.
