§ 7-2. Purpose.

  • (a)

    It is the intent and purpose of this chapter to establish an office that will ensure the complete and efficient utilization of all of the city's facilities for the protection of the public, their safety and health during an emergency, either man-made or natural, and for the protection of persons and property in the event of a disaster.

    (b)

    The city office of civil defense and emergency preparedness will be the coordinating agency for all activities in connection with civil defense and emergency preparedness. It will be the instrument through which the mayor may exercise the authority and discharge the responsibilities vested in him under the hereinabove recited provisions of law and under this chapter.

    (c)

    This chapter will not relieve any city department of the moral responsibilities or authority given to it by law, nor will it adversely affect the work of any volunteer agency organized for relief in disaster emergencies.
