§ 1. Rules of Interpretation.

This ordinance shall be construed to achieve a purpose for which it is adopted.

2.

In the event of a conflict between the provisions of this ordinance and any other ordinance of the City of Sulphur, the provisions of this ordinance shall control.

3.

In the event of a conflict between the text of this ordinance and any caption, figure, illustration, table or map, the text and substantive criteria of the ordinance shall be the controlling factor.

4.

Whenever, in the course of administration in the enforcement of this ordinance, it is necessary or desirable to make any administrative decisions that, unless other standards are in this ordinance provided, the decision shall be made so that the result will not be contrary to the spirit, purpose and intent of this ordinance or injurious to the surrounding neighborhood or community character.
