§ II. Grant of franchise.

This franchise, with its rights and privileges, is hereby granted for a term of fifteen years from the effective date of this ordinance and shall be subject to the renewal of the City of Sulphur by negotiations upon reasonable terms with the company for an additional ten (10) year period not to exceed a total of twenty-five (25) years, including the initial period; provided, however, that any such renewal shall be granted only after a public proceeding affording due process.
